1,Go to start button and search for regedit


2,Open it and go to

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\USBSTOR


3,From the right list double click on start 


4,Finally  change the value data from 3 to 4 to disable and click on ok


NOTE:

• If you want to enable it follow the same step but change the value data from 4 to 3
